    That’s not a language; it’s a template, or a tool. The language just gives you the means of creating those.

    Not “more tools” exactly, but more well-thought-out tools, more systematic tool design.
    CSS3 has a blue kitchen sink and a pink kitchen sink, because each big player got to throw in one bonus goodie. It does somewhat more at the cost of being even more incoherent.
    When a newbie can create a robust three-column layout, instead of it needing a wizard, then it will be a respectable “language”. No, I’m not going to hold my breath.
